I want to protect my students to the best of my ability, which this question really difficult to answer. If I suspected abuse or neglect, I would report it to the supervisor, for clarification on exactly what the policy is, and to make sure that they are on the same page about my concerns. Then I would report it to the state of my concerns.

I choose to do it this way, because I have reported issues in my career, and it did not end well.
