The message is that mere compliance with the law is not enough. While non-discrimination is the “floor” for how to behave as a provider, the WACs set higher expectations in that the individual child will be celebrated; that families will be valued and included in the development of the child, and that in being individually valued, children will be taught and expected to value others.
