Parent did not arrive until 20 min after closing time. What would you do?
Inform them that there will be an additional charge for multiple delays. Then ask the reason for the delay.

If it was for an emergency that’s one thing but to continual do it, That’s not acceptable! Communicate that late fees are applied and if still do. Stress takes the fun out of your job and sometimes it’s just best to walk away, as in terminate.
