The WACs emphasize that early learning programs must value and support diversity while collaborating closely with families. Programs are expected to recognize each child’s unique cultural, linguistic, and family background and create inclusive, welcoming environments. Families are seen as essential partners, with their knowledge, experiences, and perspectives actively shaping children’s learning and development. Overall, the WACs highlight that cultural competence, family engagement, and collaboration are critical for providing high-quality, responsive early learning experiences.

WAC 110-300-0085 states that an early learning provider must communicate with families to identify individual children’s developmental goals.” WAC-110-300-0030 addresses non-discrimination by stating that early learning programs are defined by state law as places of public accommodation that must: Not discriminate in employment practices or client services based on race, creed, color, national origin, sex, honorably discharged veteran or military status, marital status, gender, sexual orientation, age, religion, or ability.

WACs that address diversity and collaboration with families include WAC 110-300-0085 (cultural responsiveness), WAC 110-300-0095 (working with parents and guardians), and WAC 110-300-0100 (family engagement and communication). These sections focus on respecting each family’s language, culture, and values, and on making sure families are active partners in their child’s care and learning. The big message across these WACs is that diversity must be honored, and families must be included. Programs are expected to communicate openly, respect cultural and linguistic differences, and involve families in meaningful ways. The WACs make it clear that collaboration and respect for diversity are not optional, they’re essential to high-quality care and positive child development.

I’d stay calm but address the issue directly with Mrs. Hopkins. I’d explain the importance of picking up on time for her child’s wellbeing and for staff. I’d remind her of the late pickup policy, ask if there are challenges making it on time, and work together on a solution.

WAC 110-301-0160 discusses diversity and collaboration with families. Diverse learning opportunities must be demonstrated by the provider’s activities and materials that represent all children, families, and staff. Staff must intervene to stop biased behavior.

WAC 110-300-0160 addresses promoting acceptance of diversity. It is important to note that this section not only includes representation, but the requirement to intervene and stop biased behavior. WAC 110-300-0325 also mentions diversity and expands upon diversity to include gender, language, abilities and cultural traditions, values, and religion. In explaining programs, several recommendations are given to incorporate cultural representation into activities, through food, creating books that include languages and pictures of the children in care, including clothing from various cultures in the dress up area, and having art materials that are inclusive of different skin tones (p. 129). One of the big messages that comes across for the WACs on diversity and collaboration is the importance of representation. I would be interested in looking into more resources that expand upon ways to intervene and stop biased behavior at the Early Learning level.

    1. WAC 110-300-0085 addresses family collaboration and WAC-110-300-0030 addresses non-discrimination. 2. State law requires child care employees to honor and respect all children’s race, religion, culture, gender, physical ability and family structure, and to provide families with information on their child’s progress in the center.

According to the “Foundational Qualities Standards Guidebook”, sections 0080-0085 of WAC cover family engagement and partnership. It states that families are the primary educators of their children and that it is incumbent on educators to partner alongside families to give children the best education possible.
